Invalid usernames and 404'd avatars aren't handled correctly

Avatars should fallback if Twitch returns an invalid user. However, Twitch instead resolves users with a default profile picture, even if the user doesn't exist. The avatar handler should also use the already provided Twitch username for resolving avatars, rather than the internal ID that is used for sorting.

Twitch returns an empty array when there are no matching users on the request and we already handle fallback in that scenario, unfortunately I don't think there is much we can do about default avatars if a twitch account for them exists outside of adding a secondary check in the MemberCard.vue to check a useTwitchAvatar boolean on the members data.

The Twitch account doesn't exist for them is the thing (see: Theo's), it's still returning a default avatar for him despite the account being renamed and therefore that user no longer existing.

Well, it's the system id for him which in turn is related to using the system id issue that has now been resolved now so yippee
