Before this makes it live, the record for the "home" page in the database must already exist or else there will be php errors on the front page

thanks! Will ship out in 1.1, but you can live patch these files on the existing deployment if you choose.

Preferably yes, I can take care of that when I get some time this week, or you can submit a PR for the bootstrap file if you have some time.
