Part of #165.
Removed duplicate V2 programs.
Move rest of F77 API tests from nf03_test to nf_test.
Move F90 API test to nf03_test.
Enable parallel builds in nf_test directory.
After this PR there are 4 test directories:
nf_test - classic netcdf, F77 API (with both "use" and "include" test)
nf_test4 - netcdf-4 netcdf, F77 API (with both "use" and "include" test)
nf03_test - classic netCDF F90 API.
nf03_test4 - netcdf-4 F90 API.
