The whole issue may be moot anyway with netCDF Fortran 4.4.x releases since
Feb 2013, in which Richard Weed integrated support for use with Fortan
compilers that support Fortran 2003 C Interoperability interfaces. In that
case, I think there's no need for cfortran.h and it may not even be used in
the build (I'll have to check that). At this point almost all Fortran
compilers support that part of the Fortran 2003 standard.

IIRC, library GPL is fairly unrestrictive, so I'll choose that. So.....

From among these licenses, the user is free to choose
the license or licenses under which cfortran is used.

that:

As an exception to the Sections above, you may also compile or link a
"work that uses the Library" with the Library to produce a work containing
portions of the Library, and distribute that work under terms of your
choice, provided that the terms permit modification of the work for the
customer's own use and reverse engineering for debugging such modifications.

This still warrants a thorough read-through that I can't do right now, but
it seems to me that cfortran.h is in-fact free software with a license
compatible with inclusion in Fedora, although we will need to update our
copy of cfortran.doc to make it clear that this is the case. I'm not the
expert in Fedora, however; are there any roadblocks to inclusion remaining?
