Create club account setup/onboarding instructions

For the "Intro to Cloud Computing Club" tutorial, there is currently an "Account Setup" page.

Here is the following that needs to be done:

• Create a solution for automating account creation #12
• Update instructions on "Account Setup" page to follow the setup instructions from here and integrate automation script: https://github.com/UMLCloudComputing/Fall2023/tree/main/Week%201. Needs to have steps for setting up the following:
  • AWS Club account
  • GitHub account
• Create a section with details for local "Developer Environment Setup". Should have install & setup guides for git, vscode, etc. Also should have a section for using Github Codespaces.
