Use dicom-rs upper layer protocol

Hey,

while looking a bit into the dimse backend i realized that parts of that are already covered by dicom-ul, the upper layer library that is part of dicom-rs: https://github.com/Enet4/dicom-rs/tree/master/ul

Was there any motivation to write these bits by hand or did the related functionality just not exist back then in dicom-rs?

You're right, we should use PDataReader and PDataWriter from dicom-ul.

I remember that there are some PACS that expect PData to be sent in a very specific way.
The DICOM standard allows you to send multiple PData values in a single PDU, but this isn't supported by every vendor.
I'll take a look.
