CI: push só na main e nas MOODLE_*_STABLE (#10) - #11

Numa branch de trabalho (fix-*-405), o job versions caía em
DEFAULT_VERSIONS ("30 38") e testava versões que o plugin não suporta
ali: falso vermelho com pluginrequirementsnotmet. O PR da branch testa
a versão da base. Custo aceito: push em branch sem PR fica sem CI.

Da revisão do #11: tag não dispara mais (só `branches` definido), e o DEFAULT_VERSIONS vale para toda branch que o job versions não conhece, inclusive disparo manual e PR contra branch de trabalho. Uma MOODLE_XX_STABLE nova precisa da sua linha no job.

Problema. O job
versionsescolhe as versões porgithub.base_ref || github.ref_name. Numpushem branch de trabalho (fix-prefix-405), isso vale o nome da branch, que cai emDEFAULT_VERSIONS("30 38"). A branch exige Moodle 4.5 (requires = 2024100700), e o run falha compluginrequirementsnotmet: o run 36620174795 (push, commit 9e7573d) falhou no 3.0 e no 3.8, e o run 36620179518 (pull_request, mesmo commit) testou o 4.5 e passou. Toda branchfix-*-401/fix-*-405repetia esse falso vermelho.Mudança.
