Refactor: ECU Enter State Function

Pull Request Description

Instead of printing the current state of the ECU on every iteration of the main loop, now only print the state when a new one is entered.

Example PuTTY output:

Entering state: FSM_RESET
Entering state: FAULT
Entering state: TELEM_ON
Entering state: MEM_ON
Entering state: DRD_ON
Entering state: MDU_ON
Entering state: MONITORING
Entering state: FAULT
