Add option to toggle navbar structuring per namespace

Namespaces can vary greatly in size, and a navbar structuring that is appropriate for a large namespace might be inappropriate for a small one.

It would be great if there were a set of tags that worked with `@packageDocumentation` that could toggle this behavior locally, instead of globally.
