v9.4.0 cannot import the members

The errors occurs on Windows 10 since v9.4.0.

TS2305: Module '"spica/global"' has no exported member 'setTimeout'.

OK. This appears to have failed to load builtin type declaration files of DOM. ES global objects are imported correctly.
