companion pr to [#55 AbstractPPL](TuringLang/AbstractPPL.jl#56), moving `AbstractContext` and `evaluate!!` to `AbstractPPL` and adding imports to `DynamiclPPL`. I couldn't find an empty definition for `evaluate!!` in DynamicPPL. Is there one?
