[Tusk] Add Tusk test runner workflow for Vitest unit tests

Welcome to Tusk! 🎉

This pull request adds the Tusk test runner workflow to the repository. This workflow runs Use-Tusk/test-runner action to provision a runner as an ephemeral sandbox to run Tusk-generated tests based on your commits, with your specific repository setup and dependencies.

Next steps

1. Modify the workflow file based on your repository and commit your changes. It is okay that the workflow is not perfectly configured yet - you will get a chance to validate and iterate on it.
