Failed to load the native TensorFlow runtime. DGII and ICF

We can't get DGII and ICF to run due to errors importing tensorflow. The goal is to import and get tensorflow working with a cpu.

Everyone seems to be getting --> ImportError: libcuda.so.1: cannot open shared object file: No such file or directory
Failed to load the native TensorFlow runtime.

Command ran:
./smiler run -m "DGII" examples/input_images/ output_images/
./smiler run -m "ICF" examples/input_images/ output_images/
