Fix autotune for phase 1 and 2, correct "Error to PPM" import from t-r configs

• AutoTune only measured control channels, and Phase 2 calls never reported an offset, so sources with only voice traffic were never corrected. Now every call (P1 and P2) scores its source, and scores carry over between runs in tune.json.

• TR import kept the sign of a source's error, so error: 3000 became ppm: +4 instead of -4, too far off for voice to lock. The sign is now reversed to account for how t-r measured error values.
