Implement .cursorrules equivalent to allow workspace wide instructions

Given that regularly creating new chats with the LLM performs best, there is no way to maintain a set of rules or prompts for the LLM to follow.

I would propose implementing a similar system to Cursor where each workspace has a rules file that allows the user to pass instructions or context to the LLM.
