[Bug] System.InvalidOperationException: Unable to resolve service for type IContextTransformationService

Describe the bug
This error appears when I try to scaffold dbcontext like:
Scaffold-DbContext "constring" Oracle.EntityFrameworkCore -OutputDir Models -Context eWMSEntities -ContextDir . -f

Expected behavior
Should create CodeTemplates

To Reproduce
Created DesignTimeServices:

  public class ScaffoldingDesignTimeServices : IDesignTimeServices
    {
        public void ConfigureDesignTimeServices(IServiceCollection services)
        {
            var options = ReverseEngineerOptions.DbContextAndEntities;
            services.AddHandlebarsScaffolding(options);
        }
    }

And ran the scaffold
