Release Version 1.2.0 #2335

A few customers experienced issues with directory cache and we also wanted to move away from the hard-coded precondition failure.

Version 1.3.0 is currently being tested with a number of customers for remote persistent workers, but we will move to get this release out for the users that do not need that functionality.
