Flatten out create-worker-experimental.nix

While building buck2 with buck2 using remote execution it has been discovered we need more packages and a standard unix filesystem layout. Nix store layout can be optimized for situations where local remote execution paths are all pre determined, in the experimental discovery phase the bar is too high to do that.. also buck2 support for that might need some discovery work to be done first.
