What steps will reproduce the problem?

  1. Have Citizens NPCs
  2. Force Towny to go into Safe Mode on startup

What is the expected output?

  1. NPCs to stay in their original location

What is your Towny version?

Towny 0.95.2.22

What is your spigot/craftbukkit version?

Paper 1.15.2 build 129
