Improved linter performance.

User story:
As a developer, I want to improve the performance of linters, so that to ensure high-quality and convenient development.

DoD:

• Move the C_Cpp VS Code Extension configuration to the .vscode/c_cpp_properties.json configuration file.
• Add a link to the CMake Tools VS Code Extension to provide the extension with information about the project's dependencies.
