v early tweaking of A10 engine revamp, plus RO fixup for A-4 tankage

A bit of extra tidy on the engine, adding some plumes, and migrating folder structure.

IVA mask added

Added a mask to the IVA, allowing view in from the hatch area.  Returned the A4b wing to regular attach, still with daft aileron movement

Wings all moved for revamp

Cost Balance Pass

For revamped parts, I've gone through and balanced the pricing closer to KSP stock.  Seeing I'm envisioning these as left-overs from before the beginning of the regular stock game, all entryCost values up to the standard A-4 have been zeroed.
