pin most packages to their minor version. downgrade some of the symfony bundles to their 4.4 versions. drop deprecated security checker bundle. jiggle doctrine bundles back into place.
this switches us to PSR12, which resulted in minor code cleanup.
exclude the test bootstrap file as it is auto-generated.
