Move to latest protobuf and bump tonic to 0.13

Also update all dependencies.

Doing this prematurely to avoid confusing errors later on when depending on new protobuf changes and still using tonic 0.12 here.

Approving as the important thing to verify with this change is that the mgmtd continues to build given the internal refactoring of the generated protocol buffers library. That is confirmed since all CI checks are still passing.
