Better Handling of TAP

As the name suggests, the project should better handle TAP streams, both in and out.

IN TAP Streams - SpecTapular acts as a reporting service.
OUT TAP Streams - SpecTapular would need a modular reporter interface.

Creating a new issue to track reporters types.

1. TAP In TAP Out (TITO) (sound like a wrestling match) would be one of the first supported configurations.

Presently IN Tap streams do not support collecting stats on SubStets or Test Groups - this means that a summarizer can not show statistics.
