Baseline adjustment values are missing from output

From the inbox (10 Dec 2024): Nottingham (RX1) set baseline adjustment values, but the downloadable output files (json and xlsx) show only zeroes for baseline adjustment in step_counts.

Figured out where this is going wrong. In the data for v3.0.1, the columns tretspef and tretspef_raw are identical (they should not be)

The baseline_adjustment mitigators match on the tretspef column, looking for values like Other (Medical) which do not exist currently.

Something has changed in the data pipeline - we used to generate the tretspef column based on these rules but current pipeline seems to just copy across tretspef_raw as tretspef?

Will raise issue in nhp_data

This has been fixed by #259. Tested on dev data with the scenario above
