Such violations can be resolved by having a seg or patch applied to the via. Patching is not included in this change but will be handled in the future. For now gc violations will disallow stacked vias that require a patch, but seg or offset vias will work. Signed-off-by: Matt Liberty <mliberty@eng.ucsd.edu>
