gadmin: add auto banned for list gban

if any member is banned globally, join the group that we admin will be banned automatically

this feature already exists you need to enable ANTISPAMBOT_BAN by setting that var in Heroku. But if you enable it it will also effect the people who are banned in combat anti spam (it effects spamwatch if you set spamwatch api)
