Flaky `test_footer_bindings` test in CI

I've noticed recently that tests/footer/test_footer.py::test_footer_bindings is very flaky in CI. Weirdly this test only seems to fail with build (windows-latest, 3.13).

Unfortunately the recent commit 0634101 doesn't seem to have resolved this issue.

Unfortunately it turns out #6022 didn't actually fix this either.

Why is it always only build (windows-latest, 3.13) that fails?!
