ReLU after eltwise sum in QAT v1

Hi,

I exported pytorch model finetuned with qat-v1 to ONNX. Then, ReLU layer after eltwise sum layer is removed.
When I checked tidl binary dump files, there are negative values after eltwise sum layer and it makes incorrect results.
