HLS video quality variants cannot be saved to Photos

Description

HLS videos cannot be properly saved to Photos from the media gallery.

When viewing an HLSVideoContent video in the gallery, Telegram provides multiple quality options when using "Save to Photos". After selecting a quality, the download completes and Telegram shows the "Video Saved" confirmation, but no video is actually added to the Photos library.

Regular videos using NativeVideoContent can be saved normally.

Expected Behavior

The selected HLS quality variant should be saved to the Photos library.

Actual Behavior

Telegram reports that the video was saved successfully, but the video does not appear in Photos.

This appears to affect HLS quality variants specifically. Regular NativeVideoContent videos can be saved successfully.

Steps to Reproduce

1. Open a video that is handled as HLSVideoContent.
2. Open the gallery menu.
3. Select "Save to Photos".
4. Select any available quality (e.g. 1080p, 720p, 480p).
5. Wait for the selected quality to finish downloading.
6. Telegram shows the "Video Saved" confirmation.
7. Open Photos.

This may be related to #2186, which addresses cases where SaveToCameraRoll can report completion even when the media is not actually saved to Photos.

The symptom is similar: Telegram displays the "Video Saved" confirmation, but no asset is created in the Photos library.

However, this issue is specifically reproducible with HLSVideoContent quality variants. The selected file from HLSQualitySet.qualityFiles still fails to appear in Photos, so there may be an additional HLS-specific issue beyond the false-success behavior addressed in #2186.
