COMPAS docker images not being created (again)

Describe the bug
It appears that Docker images are no longer being created (see discussion on Slack in devel_coding:

There was a previous issue with creating the docker images #1227

I'm not sure if this is the same issue, or something different. Avi thinks it's probably just a Docker settings issue.

We seem to be getting a bunch of these errors when trying to install dependencies:

#9 16.01 E: Failed to fetch http://archive.ubuntu.com/ubuntu/pool/main/b/boost1.65.1/libboost-thread1.65.1_1.65.1+dfsg-0ubuntu5_amd64.deb  403  Forbidden [IP: 185.125.190.83 80]

Is this just a source problem - either transient, or we need to update our sources?

@ilyamandel -- I was having some trouble signing into the docker accounts for teamcompas. I'll check in on this tomorrow.
