Summary
Adds the Function Catalog module that defines stable contracts for Tavall Cloud developer CI and execution adapters. It owns function names and input schemas only; Cloud continues to own topology, credentials, authorization, jobs, execution providers, and evidence storage.
This PR is now stacked on Function Catalog PR #14, which owns the source repository's Tavall CI configuration and removes its GitHub Actions workflow files. The former local scripts/ci and scripts/release execution paths were removed from this branch so there is one CI execution path.
The repository-owned .tavallci now includes the new module in clean/check/assemble and declares its staged JAR as an immutable Tavall CI artifact. Public package publication remains an explicit optional profile inherited from PR #14. No GitHub Actions job was used.
Live Tavall Executor validation
The external Codex integration profile remains separately callable and requires an authenticated Codex CLI session on the Executor. That provider condition is not claimed as a pass. The PR remains Draft and is stacked on PR #14.
