Tanstack start unconditionally parses every file as TSX, causing parser errors. #7341

Describe the bug
When using rsbuild, tanstack start parses every file as TSX, which can cause errors if any files use incompatible syntax (eg: style casts). This does not occur when using vite.

Steps to Reproduce the Bug
- run
pnpm rsbuild build - notice error
- comment out
src/cast.ts:3 - run
pnpm rsbuild build - notice no error
Expected behavior
I would expect .ts files to be parsed as typescript and not tsx
