chore: Tidy up solid-form build, use tsc for lit-form

• Similarly to fix(solid-form): Add solid export condition #631, lit-form does not need a CJS output, so I've switched it to use tsc
• I've simplified the tsconfig and vitest config for both lit-form and solid-form
