Summary

This moves the previous (undocumented) thumbnail cache size setting from the old TagStudio.ini file to the newer Settings.toml file as thumb_cache_size and exposes it to the settings panel GUI.
The minimum allowed value is 10 MiB as to not cause issues with the underlying CacheManager system.
