[Bug]: Portable Setting and config-file stop working

Description

Command flag --config-file is not working, TagStudio does not run when using it.

Expected Behavior

TagStudio open and the config file loaded.

Steps to Reproduce

1. Download https://github.com/TagStudioDev/TagStudio/releases/download/v9.5.2/tagstudio_windows_x86_64_portable.zip
2. Create a shortcut/command to TagStudio using the config-file
3. For example: D:\TagStudio\TagStudio.exe --config-file "D:\TagStudio\TagStudio.ini"
4. Try to run the shortcut. Nothing will happen. TagStudio does not open.

Work fine for version 9.5 and 9.5.1
