[Bug]: Tag search modal only shows 100 tags

Description

The "tag search" modal (seen in the "Library Tags" and "Add Tags" windows) only shows up to 100 tags when no search query is entered. The tags that don't get shown appear to be random, but it is the same tags every time. The hidden tags do appear once a search query is entered.

Expected Behavior

The list of tags should show every tag in the library when no search query is entered.

Steps to Reproduce

1. Create a library with more than 100 tags.
2. Press Ctrl+M to open the tag manager.
3. Count the amount of tags that appear by default, with no search query entered. You will see that 100 tags show despite the library having more than 100 tags.

The 100 tag limit was intentionally put in place for performance reasons, rather than a bug. This has also already been replaced as of #788 by a selectable view limit that includes the option to override all limits
