[Bug]: Can't open an image if its path or name includes non-latin symbols

Description

Tried with both Russian and Japanese letters in path and names, but only English letters work for images. At the same time, opening txt files works, but encoding is broken for preview images of txt that contains non-latin letters.

Expected Behavior

I'm clicking on image and it opens.

i did some investigating on this, im not sure if this is just me, it seems to open photos.exe as a process but it never creates a window and runs in the background indefinitely (persisting even after tag studio is closed)

this also happens with some other characters too, such as #, +, £ (likely more)

Oh, I also had this thing with 3GB of "photos" processes! But I thought that it was MS Photos being weird on my machine and it wasn't a part of the same bug.
