ProvinceSystem: drop removed backend routes from the docs - #131

The SimpleFactions call tables no longer list GET /{map}/map/province/{x},{z},
and the title editor and internal-route notes no longer mention the
POST /{map}/editor/titles/{tier} write route or the hashed queue upload. The
Precedent notes name staff_name, which now records who logged a case from the
staff panel, in place of the removed get_linked_minecraft_name helper.
