Part of #12048

Outline of Solution

Change DeleteFeedbackResponseCommentActionTest.java to ensure compatibility with the PostgreSQL database following the database migration.

Test execute method with some positive
and negative test cases

Test checkSpecificAccessControl method
with some positive and negative test
cases
Checkstyle is failing for lint
Improve description of test cases
through naming

This was a rather long test to migrate, but I think you covered all, really great work! Just a minor nit as mentioned below

Test case is referring to instructor access before
deadline, but it was initially after the deadline.
Added that the accessControl is within grace period
for better clarity
