Do Not Have Sticky Footer on CMS

This will be solved via Issue #19.

Notice

This was first performed for Frontera via frontera-cms GL #7. The rush of the work made @tacc-wbomar decide to implement it upstream only as time allows. It is a change meant for all Django Stand-Alone CMS's.

Goal

Do not have sticky footer on CMS.

Requirements

1. Footer, on CMS, must not stick to bottom of viewport.
2. Body, on CMS, must not have extra space at the bottom for a sticky footer.
