fix: pin GitHub Actions to version tags instead of commit hashes - #29

Replace commit-hash pins with the version tags they resolve to (verified via git ls-remote, including the annotated tag behind pnpm/action-setup v6.1.0), so dependabot/renovate can track and bump them normally.
