• Summary: Introduces configuration file for cargo-make - the cargo plugin for interpreting Makefile.toml and automating build tasks

cargo make interceptor

To load params from testnet.env.

SEQ-177 Setup script for Metabased Sequencer

Standing up the metabased sequencer needs to be part of the overall dev container

AC:

• Running dev container deploys the required sequencer contracts to the L2 chain
• Running the dev container also deploys and runs the metabased sequencer
