Implement User Report Feature

Communities, initiatives, organizations, quick_projects, projects, announcements should have another unique id to be identified in case of a user abuse report.

MyIDEA: a table as user_abusereports with columns as UID, CID, report_message

CID stands for component ID which is the mentioned "another" unique id to identify communities,initiatives,...

Based on these reports admin can shutdown/ban/delete communities,initiatives,organizations,...

AND THAT DATA has to be stored in a different table as

admin_actions or sth with columns as AID,CID,action,reason

and then communities/initiatives/... shud have a status column to main these statuses.
