Revise “Signing Under Oath” default screen to clarify what is being certified #156

In addition to using unduly harsh language about the court "punishing" the user, the current language on the Docassemble default certification screen is also overly broad. Subject matter expert Linette from the Trial Court clarified that the user initiating the small claim must only certify that the military affidavit section, or the plaintiff-user's statement of the defendant's military status, is correct.

To make the default certification screen less threatening and more legally accurate, use plain language that aligns with phrasing from other e-filing forms from the Trial Court. Importantly, make sure that the certification language is consistent across all CourtFormsOnline interviews for Trial Court cases.
