update the SqlServer Client

Microsoft has stopped development on System.Data.SqlClient.

Microsoft is supporting Microsoft.Data.SqlClient, update the SqlServer Extensions to use the new data provider.

this issue is resolved with the moving the points of concern to there own repository and updating the SqlClient.
