wget is an optional requirement

I think that wget should be added as an optional requirement.

I just created a fresh container for FastQ-Screen, with all the requirements listed, and when running fastq_screen --get_genomes, wget could not be found.

Thanks for spotting that - I'll add it to the list of dependencies. (I seem to remember curl caused problems in the past related to the web certificate.)
