Fix a download failure that causes the vm tools to not be installed, cascading issues to use with vagrant.

Fix a download failure that causes the vm tools to not be installed, causing issues with vagrant hanging at enabling synced folders which then requires a manual log in and install at each new vagrant box based off the image.
