CALL FOR "Maintainer Liaison"

DNSControl has a growing number of volunteers that maintain providers ("maintainers"). It would be useful to have a volunteer who would maintain our relationship with them. This would free up Tom for more technical work.

The "Maintainer Liaison" would be responsible for:

1. Maintaining the list of maintainers (including non-public email addresses for each)
2. Keeping the CODEOWNERS, OWNERS, and other lists up to date.
3. Onboarding/offboarding maintainers
4. Periodically contacting maintainers to verify they are still active, enforcing the Expectations of maintainers rules.
5. Publishing a "call for volunteer" when maintainers step down or our inaccessible.
6. Recommend policy changes related to maintainers

A good first project would be to reach out to current maintainers to verify status and invite them to join the email list.
