[BUG]: CI failure on issue comments

Bug Description

Contributor Onboarding workflow fails on PR comments because a required input is missing.

On issue_comment, process-response calls reusable-process-response.yml without pr_author, so GitHub stops with startup failure (Input pr_author is required, but not provided).

This causes CI noise on normal PR comments. @sach2004 you must have also observed this while reviewing and adding pr comments

@DengreSarthak @kumawatkaran523 valid. every issue comment is triggering a startup failure in the onboarding workflow, you can see it in the actions tab
